More studies in structural engineering, economic refinements, and a real estate development workshop to talk about strategies for leasing the property are among the coming attractions. ”In just three short years, the Army departs Fort Monroe. We have a lot to get done between now and the 2011 departure,” states Bill Armbruster, Executive Director of the Fort Monroe FADA. Armbruster continues, “Approval of the reuse plan sets the framework but this is not the end of planning, in fact, it is just the beginning.” The FMFADA is the local redevelopment authority recognized by the Department of Defense to plan the reuse of Fort Monroe but they also have to comply with a legally binding agreement called the Programmatic Agreement (PA), the Army has been crafting to meet the requirements of the National Historic Preservation Act. The Fort Monroe Reuse Plan has been adjusted to conform with the PA Management Zone guidelines. The majority of 170 historic buildings located within the Fort Monroe National Historic Landmark District as well as significant landscapes and view sheds will remain. The next step for the FMFADA is to develop “Design Guidelines” so prospective lease holders know the requirements they have to meet to protect the historic resources. The Army’s PA requires an “Interpretative Master Plan” that sets the standards for historic interpretation, future museums and visitor services at Fort Monroe. The National Park Service model for historic sites will be used to do this planning, even though the Park Service has said a national park is not likely at this time. The idea is to meet the NPS standards and accept the NPS offer of “technical assistance.” said Armbruster. |
