1. This request is to solicit proposals from qualified individuals or organizations interested in facilitating the development of a strategic partnership plan for the Fort Monroe Authority (FMA) and the National Park Service (NPS) for the joint management of Fort Monroe; herein referred to as One Fort Monroe Strategic Partnership Plan. MANDATORY PRE-PROPOSAL CONFERENCE
A mandatory pre-proposal conference will be held on Thursday, October 12, 2017 at 9:00 a.m. The
conference will be at Building 96 located at 380 Fenwick Road, Fort Monroe, VA 23651.
Proposals for furnishing the services described herein will be received until Wednesday, October 18, 2017 at 2:00 p.m. Proposals must reach the above address by deadline stated.
In compliance with this Request for Qualifications, including all provisions and attachments
referenced herein, and subject to all the terms and conditions set forth herein, the undersigned
offers and agrees to furnish the services described. It is understood that this proposal may be
modified, by mutual agreement in subsequent negotiations.
There will be four defined areas or work. Qualified offerors will price each defined area of work
separately; however, it is FMA’s intent to award the work to a single contractor.
Interior Renovation – Building 96 consists of approximately 27,000 SF of floor area. The
interior will have selective demolition of acoustical ceiling grid, tiles and bath insulation, light fixtures removed for reuse, removal of some walls, wall covering and carpet. New work
includes, but is not limited to, new ceiling grid and tile, some new walls, 3 new restrooms,
painting and carpet.
Roof and Metal/Gypsum Deck removal and replacement
Remove and replace RTU’s
Exterior and ADA improvements – Rework existing concrete stairs and ramp to conform to
current code, replace existing wooden deck and stairs and install portable aluminum ramp,
restripe select parking spaces for ADA compliance and add signage, demo and remove existing
It is anticipated that work will commence in November of 2017, and must be completed no later than May 29, 2018. There will be an assessment for liquidation damages if the Contractor fails to complete on time.
